Work permit extension

Hello,
I got Alberta nomination in may 2016 and then I applied for federal in 8 june 2016. I am still waiting for my file no so that i can apply for work permit. 29 August they returned my file and they said you need ielts but in this category I don't need ielts. And then they reply me back you don't need ielts. So my question is how long it takes to get my file no??? My work permit is going to expire in January. My employer gave me letter to apply for close work permit. So can i go to canadian border to get work permit ?????

you can go to the border and get the work permit but u have t feel the forms and everyhting before u go to the border........
