you can do that to buy time. WP processing time is 145 days now. I guess you will know the PNP result before your work permit. And if your PNP approve just pay restoration fee and apply another WP on top of the old one. You can phone CIC call centre again before you do so. I have a friend who has the same case but he has been waiting too long for PNP now his WP got refused and he applied restoration on visitor visa and get it for 6 months. He applied BC PNP since July 2014
You should send in an application for a new work permit 2 weeks before your current permit expires. You will have about 3 months implied status before they reject the application as incomplete, at which stage you will either have your PNP or you will be in restoration. My WP expired on May 23 as I was waiting for LMIA. I applied for a new WP on May 14, and so had implied status til mid August. Unfortunately the LMIA still didn't come through in that time so when we got the WP rejection we lost our status, but hopefully it will be enough time for you to get your PNP.
