Work permit expiry and Restoration Status! (Urgent)

my frnds work permit is expiring in 2 weeks she has 465 point her employer had promosied to do lmia for the last 2 months n now the company said no so she is wondering even if lets say her work permit expires can she re do the celpip test to increase her points n if she gets an ITA can she still apply for PR even though her work permit expired? n does apply for restoration before of after her submitting PR application in case she gets an ita

If she has enough points to apply through CEC w/o LMIA, then it doesn't matter if she currently has job or not as CEC is based on past work experience, but her work experience must be in the last 3 years. She's even not required to be in Canada and/or has legal status in Canada to apply for EE through CEC or FSW.
