Anyone ever get their work permit issued at the border when entering Canada while on an outbound PR?

We are filing outbound Monday and my hubby has to leave Canada and he is going to see if he can re-enter. He would like apply for a work permit right at the border, is this possible???
 
There is no work permit for outland PR. He will at some point get his PR visa and then he can go to the border and land and then he will not need a work permit.

I think you are confusing it with inland PR. When you apply inland, he could get a work permit at his first stage approval but first stage approval with inland takes almost as long as getting PR with outland.

He does not have to leave Canada to apply outland but if he has to leave for some other reason, he sure can.
