Work in Quebec with Open Work Permit

Hello everyone,
So my wife studies Economics at McGill University which is located in Quebec, and I would like to go stay with her. After searching the requirement of work permit, I found that I am eligible for obtaining an Open Work Permit. However, I have heard that I need a CAQ in order to enter Quebec. This is contradictory because Open Work Permit does not need me to have a job offer to enter Canada while obtaining a CAQ I have to find an employer. So I am still not sure what should I do if I wanna go to Quebec with an Open Work Permit?
