If I work 20 hours On-Campus AND 6 hours Off-Campus in a week,
Is that a problem with the IRCC?

Nah, it's not, because you can't really get a full-time job on campus and remain a student. Your school isn't going to just hire you as an employee, right - and if they did, you wouldn't be a student anymore and therefore wouldn't be meeting the eligibility requirements.
It's just designed to make life easier and help students take on ad-hoc jobs on campus without worrying about work permits.
Before 2014, you needed an off campus work permit to work outside the school campuses. This permit could only be applied after 6 months after starting classes.
On campus, you didn't need a work permit and there is no hour limit because it is expected that jobs on campus are finite and the college/university would work around your schedule. Therefore one would not be working that many hours, and the hours worked would not interfere in the students class schedule.
After 2014, there is no need for a separate permit and you can work immediately after the start of classes. Therefore the lax hours from before are maintained and now you can work off campus without a permit, although limited to 20 hours per week.
If you can get both an off campus and on campus job, then you would not have any issues legally whatsoever, assuming you can manage that schedule.
