I worked as Teaching Assistant during my undergraduate degree in University ( Bachelor's degree) back home (outside of Canada). Can I use that experience for my FSW express entry? Or TA/RA during Masters degree is only counted?

As there are strict work experience requirements, and you were studying in parallel, I doubt your TA/RA experience would have been full-time, minimum of 30h per week, for a continuous period of 1-year without interruption.
Moreover, I don't think there will be anything in the NOC database close to that, for you to claim it as primary NOC.
I highly doubt you can use that as work experience.

The math for your part-time hours do add up to minimum 1560 Hours. Sure.
But was it continuous? I don't think you worked during end-of-semester breaks and holidays...
Those 1-2 months when there was no school definitely is considered as non-continuous.
