There has been conflicting information about this. For foreign work experience (outside canada), does work as, say, a graduate research assistant (whilst getting PhD) count? This would be part time (20 hours/week).

Part time work does count towards employment.
CIC website states "You must have at least 12 months of full-time, or an equal amount in part-time, skilled work experience. Full-time work means at least 30 hours of paid work per week."
So your total part time work hours should be equivalent to 1 year full time work hours.

Usually, yes, as long as it is not in Canada on a study permit.
