I just got my referance letter from my past employer and they said I worked an average of 28-30 hours for two years.
I know that it says "Your experience must be at least 12 months of full-time (30 hours of paid work per week or more) or an equal amount in part-time hours."
Would I still get points for at least one year of work experience? Do work experience hours have to all be in one calendar year?

Would I still get points for at least one year of work experience? Yes.
Do work experience hours have to all be in one calendar year? No. Part-time work is accepted at pro-rated value. An average of 28-30 hours per week (LOL, let's call that "29") means you would have to work a couple of extra weeks to meet the full-time equivalent (FTE) of one year, but you have done that.
HOWEVER, if you had some weeks of more than 30 hours, you can only count a maximum of 30 hours if you add them up....
