I submitted my application June 2020 and had my biometrics done September 2020
I received my gcms note a few days ago and realized that there’s nothing done concerning my application, there’s no refusal or first stage approval, just passed biometrics and nothing else
If I am to withdraw then reapply, will I receive a withdrawal letter or refusal letter?

If you are to withdraw you shall receive a withdrawal confirmation and not refusal letter. If you plan to re apply then I would suggest you to wait till you receive the confirmation of withdrawal and then apply and withdrawal can take some time that is till the concerning officer sees it. You don't want to have two applications with same details as IRCC advises against it.
