I'm not sure if you're still active here but I'm going through a similar situation. Did you wait for your AOR to submit a request for withdrawal? And if I haven't received my AOR yet, am I eligible for a full refund?

You don't need to wait for AOR to apply for withdrawal. You will be eligible for a full refund if CIC processes your withdrawal request before they issue you a AoR. They typically process withdrawal request in 30 days. I would say apply for withdrawal ASAP and you might be able to get your money back.

If you get AOR it's over. You will not get any money back, because they started processing your file.
