Wire transfer help

Hi there. I was refused a student visa to Canada in Dec 2017. On the 17th of Jan the college (Cambrian At Hanson in Toronto) sent the wire payment to VTB bank in Russia. It bounces back on the 7th of February as the name and account number missmatched. Ive got the wire payment tracing results from VTB (please see attached) idicating that the payment went back to the sender. The college uses ScotiaBank. But they claim they havent received it yet. Also they are not willing to do anything to track the payment on their side. Communicating with this college was a higntmare as they would only repy or pick up the phone once in ten times. I need help. I dont know what to do. Its been over a month since it was sent back.
