My DLI has reassured that if at any point during fall semester my study permit is refused, I'll be able to defer or raise a refund.
With the changes in PGWP, I should be able to start online classes even without a permit and it won't affect the PGWP.
Worst case scenario, defer and apply for a new study permit?
Need thoughts on this? I've been waiting since March of the study permit

1. Without a study permit, your on-line studies time will not count towards your PGWP. And if you don't get a study permit in the future, you probably have wasted a fair amount of money.
PGWP eligibility for programs starting in 2020
You’re still eligible for a PGWP if
you have a study permit or have applied or been approved for one
you can’t travel to Canada at this time due to travel restrictions
If you’re in this situation, you may
begin your classes while outside Canada, and
complete up to 50% of your program while outside Canada, if you can’t travel to Canada sooner
After you apply for your study permit, any time spent studying online from outside Canada now counts toward the length of a PGWP. (Before, only the time spent studying online after you were approved for a study permit counted.)
For this time to count, you must
complete at least 50% of your program in Canada
apply for a study permit by September 15, 2020, and
start, or have started, your program in spring, summer or fall 2020
You won’t have time deducted from the length of your PGWP for studies you complete outside Canada until December 31, 2020.
It's from the International students department of the University. Any communication from them in legit and trustworthy. I will wait till the official date to defer approaches (21 sept) and ask for it in writing in an email.
