From my understanding, until you have received some sort of confirmation letter from your school saying you have met all the requirements or have attended your graduation ceremony, you haven't completed your studies. This means that you are still a student and if your study permit and off campus work permit are valid then you should be able to work (even full time cause its usually break period after finals). Just because you have completed your finals or have also received your grades back doesn't mean you have completed your studies (school needs to verify you have met all the requirements and give you a confirmation that you have). And you can only apply for PGWP after getting the confirmation from school that you have completed your studies.
Hi all. I am now in the same situation and would appreciate guidance from people who have been through this. So I have 2 questions.
I am graduating in December and am getting an on-campus Teaching Asistant Job in my university. Can I work as a TA on campus with out a work permit but a 'valid' study permit as my program will take 1 month to give us a letter of completion to apply for PGWP. (I checked the cic website but cant find info on this)
Second question is I received a full time conditional offer so can I work for the off campus employer as soon as I apply for PGWP. Also can I work for both (part time and full time) at the same time.

You can work. Just make sure to let your employer know that you can work max. 20hrs until you apply for PGWP. Also it will be best if you'll send your PGWP application ones you secure the Certificate of Completion and/or TOR that states "recommended for graduation".
