Will my Work permit refusal may affect My PR Application

Dear, my work permit was refused to to not submitting police clearing letter, however i ve submitted it with my PR application, may it be affect my Permanent Residency Application?

i was wondered that my Work Visa was refused saying that "you could not submitted Police certificate in due dates" while i had submitted this with in date, in this regard anyone can share their Experiences or observations.
