My wife is an international student in Quebec. And I stay with her by an open work permit. We have already been here over 6 month. About 3 months ago, we found my wife was pregnant.
What we have already knew is we don't have insurance can cover the delivery which is really expensive.
What we don't know is whether my newborn baby will be eligible for the Health Insurance Plan of Quebec?
The website of RAMQ only said "Children born of parents who are in Québec as tourists are not eligible for coverage under the plan.". But it doesn't said the situation of international student.
Yes the child should be covered but your wife must remain a full-time student or else her study permit will be revoked before 2020 which could also affect the coverage of the baby.

As far as I know, Quebec does not grant coverage to children unless the parents have coverage, regardless of where the child is born. I suggest you call Quebec health.
