I got accepted into a post graduate program at Fanshawe College in Jan 2023 and I paid to reserve my seat. I am not sure on how long the student visa process will take but would I be able to enter Canada on a visit visa (I currently have a valid visa) and wait for my student visa whilst I am over there?

You will not be able to apply for a study permit from within Canada. Your application for a study permit will need to be processed through a visa office outside of Canada (i.e. through your home country's visa office). So technically you can come to Canada on a TRV and then apply for a study permit. However you cannot take advantage of applying through the within Canada process. Your application will still need to be processed through a visa office outside of Canada. Note that being in Canada while the application is processed can sometimes weaken your application. It would be better to apply while outside of Canada and wait for the outcome there before traveling to Canada. Of course ultimately your choice.
