Background check is done using computers by officials. Simply put, it probably requires few mouse clicks....

The ceremony involves taking oath. We have things like electronic signatures, but there no electronic oath as far as I know...

Saw a news article about new doctors taking the Hippocratic oath via a video but I think the world is needing doctors as quite a urgent thing right now.

Whatever method is used still requires people at some stage of the process. So it makes sense really to focus on the most critical areas and hopefully there can be some large but safe ceremonies in the near future for all those waiting.
