So I am in my last year and I just wonder if a 2 year diploma(16 month study) is going to earn me a 3 years of post graduate work permit? I am worried, I hope they dont give me 16 months instead of 3 years.

Are you sure? The rules state:

"If the program of study is less than two years but at least eight months, the student would be eligible for a PGWP. However, the validity period of the work permit must be no longer than the period the graduating student studied at the particular post-secondary institution in Canada. For example, if the student graduated from an eight-month certificate program, they are only eligible for a work permit of eight months’ duration."

The OP's studies are 16 months in length (less than two years). I believe this means the PGWP will be 16 months as well.
 
A two year program is typically 4 semesters that are 4 months long, e.g. actual time 16 months, but the program is still considered 2 academic years. The PGWP should be for 3 years.
