My wife is currently stuck in Dublin. She was on her way back to Canada but they needed her Permanent Residence Card. Her card expired a while ago and she was previously told that she didn't need to renew it for travelling. She is applying for a Permanent Resident Travel Document now. How can the document be sent to her if she's stuck in the airport? Is there a Canadian embassy or something that she can speak with to help her through this process?

A valid PR card or PRTD is mandatory for your wife to fly to Canada.
The embassy does not provide advice for completing applications. You would need to hire a lawyer for advice. Also keep in mind that processing can take anywhere from a few days to several weeks. It's not immediate.
Agree that flying to the US is the best option as long as she has a valid US visa.
