I am a student in TRU, Kamloops, BC. I have valid study permit till Nov 2021 and i applied for a visitor visa for my wife and kids. Visa got rejected. Below r the reasons:
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your family ties in Canada and in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.
Few points which i thought will go in my favor are as follows:
1. My wife has a travel history of visiting USA in 2010. She still has valid USA visitor Visa.
2. My wife and daughter has a Canadian visitor visa issued for a year in 2014. Although they never traveled to Canada.
3. Both of my kids has Valid USA visitor visa till 2029.
3. My wife is an Central government employee. I provided the NOC from her office as a supporting document..
Unfortunately, my perception of her profile being strong was crashed by the visa officer. Her brother is a Canadian permanent Resident.
Now please suggest what steps should i take to get it approved.

Would order GCMS notes. Your wife should also be applying for a SOWP not TRV unless she only wants to visit temporarily. Unfortunately families of international students aren’t guaranteed visas/permits. You will have to try and address the concerns and see what happens.
Yes you will get more details about the reasons for your rejection. I think CIC assumes your family wants to move to Canada so a TRV would not be appropriate for your wife. She should be applying for a SOWP. The fact that she has a brother in Canada creates more ties to Canada. Do her parents have a visa to go to Canada or are they in Canada?
