- you don't mention any Canadian experience for you or your spouse.
- you don't mention any skilled work experience for your spouse, or for yourself beyond the 3 years of mgt experience (foreign, I assume). You can use skilled work experience within the past 10 years.
- you don't mention your spouse's education or whether either of you have gotten the ECA done.
- you may be inputting your language scores incorrectly, the combined CLB is not a useful piece of info.
Without an LMIA-supported job offer, or a provincial nomination, the maximum possible score is 600 pts, but you lose points with age. You also lose points if you are married but your spouse's credentials do not contribute to the overall total.
Any French language skills? You can pick up more points if you also take the French language test.
Get your IELTS level to 8 per area or better. Also, try and claim points for your spouse - meaning get her to assess her education and english ability.
Sadly age also has a factor into the CRS and you have lost some points already seeing as you are 33 / 34 respectively.
