I urgently need to know a reason why my husband who has his permanent residency in his passport can't get a boarding pass. We went to the airport and he was refused, the reason being that he was refused clearance.
If you can provide a lot more information it will help. However, It is possible that, from what you have said, that his name is on a "no-fly" list. Being a PR will not help if that is the case, because the airlines have nothing to do with Immigration.
When you say that he has his permanent residency in his passport, are you saying that his permanent residency visa has been issued and he was trying to get on a plane to come to Canada and land as a PR for the very first time?
He got his permanent residency in his passport three weeks ago. We went to the airport to fly to Canada via EgyptAir and got the message that he didn't have clearance to fly. There's no way he could be on a no fly list it's so recent and he hasn't committed any crimes. He's Syrian with permanent residency in Canada through spousal sponsorship - me.
If he needs a transit visa for Detroit -- we missed our Egyptair flight because of the problem and are looking at flying KLM which transits in Detroit - can we get one through the airport?

Yes - he will definitely need a US transit visa if his flight is going to be taking him through Detroit. No - you can't purchase this vias on arrival / at the airport. It's something you need to obtain in advance.
I just confirmed that Syrians travelers need a visa if the are traveling to or through Egypt. This is why your husband was refused boarding. He didn't have the proper documentation.
Can you please confirm if he needs one if we fly Etihad through Abu Dhabi or Emirates through Dubai? That may be our only solution, because we don't want to wait around for a transit visa.
