Why is a diplomatic note required for intra-company transferee?

Hello people,

Need your help/advice/suggestion. What is a diplomatic note? Why is it required for an intra-company transferee work permit?

I applied for an intra-company transferee work permit. The parent group, an international company, assigned me to work for a subsidiary company in Canada. Yesterday I was informed by IRCC to provide a diplomatic note.

Has anyone met the same situation?

I've never heard of a diplomatic note being required.

What exactly does the email from IRCC say? Copy and paste it here. What's the company and what is the subsid in Canada?

Which country are you located in?

I am afraid it is because of the passport. I am checking whether the passport belongs to the OFFICAL PASSPORT.
Because the OFFICIAL PASSPORT needs a diplomatic note.

If you have an official or diplomatic passport, then you definitely need the note.
