Why I cannot create Express Entry Profile? I am eligible.

I have taken eligibility test on the CIC website. It says "Based on your answers, you appear to be eligible for Express Entry". Then it suggests steps to follow. The 3d step is to "Register/log in to submit your profile". I registered. I signed in. It then says: "Welcome....! From this page you can change your password....." and the only button there is "Continue" ("Please select Continue to return to the Government of Canada online service."). I click. It brings me back to Home page.
Where is the Express Entry Profile builder. In instructions it says: after signing in you will be automatically directed to your account. But it sends me to Home! I am going on circles.
A year ago I created a profile with no problem, but I turned out to be ineligible, so I just tried today to create a new one. But cannot do that? Why? I have read all the instructions, and cannot to such simple thing.
Could anyone please help me to step by stem create the Profile. I just don't understand, what I am doing wrong.

You are right! Thank you for your prompt. I have finally filled out my profile. I have been doing it from work computer, so it might have been some "firewall" protection or something else. I restarted computer and then had to restart browser a couple of times as this issue kept appearing.
Could anyone also help me with another question relating to the profile:
In Work History I mentioned only positions corresponding to NOC that I am applying for. But in my Experience Letter HR Officer mentioned ALL positions that i took in the company, including the one which does not correspond to the NOC (and I am not hoping to get additional CRS points anyways). In the EE rules it is said to mentioned ALL positions taken in the company. However, I am concerned this might cause confusion for an Immigration Officer.
Could anyone also help me with another question relating to the profile:
