Hello,
I have applied for study permit on August 2019 within Canada while I was tourist. According, to my agent he said one of his client got study permit within Canada last year in 40 days and CIC also said I can apply. In my case its been three months and they haven't even started application yet. Is anyone know why they are taking too long just to start my application? if it's not normal where should I go to concern my issue.

Assume you applied out of Canada and sent your application to another country because you can’t apply in Canada. There has been an increase in applications in the past 3 years and applying in August for September is not enough time. Hopefully you deferred your admission to January.
