^Security is the last (?) thing they check once you pass Eligibility and all other Admissibility stages.
There is an older thread explaining this process, but from what I remember, they outsource this stuff, or at least they need to coordinate with some database system (e.g. Interpol).
Hence, makes sense to do this at last stage since it will be a waste of resources if an applicant becomes ineligible anyway.

my application received last Nov, and got ARO Jan 17, 2014. Till now, i still waiting for my MR. CIC asks me for extra doc twice. One is for my spouse, and the recent one is for updating my reference letter, and more information about my position. My NOC CODE is 1211. I just submit my second extra doc 3 weeks ago. I am still waiting for the answer. On my GCMS, they said my first reference letter address does not match on the website, because we moved to the new location just in this year. In addition, i applied assistant at the beginning but my boss raised my position to a office clerk supervisor after one month. did anyone in the same situation like me?
