I just wanted to know who can withdraw a sponsorship case? Is the sponsorer the only one that can withdraw the application or can the applicant withdraw it as well?
They are two separate applications that go together. Only a sponsor can withdraw an Application to Sponsor and only the applicant can withdraw the Application for Permanent Residency. However, if the sponsor withdraws his/her application to sponsor someone in the family class, then the applicant is no longer eligible because they are no longer supported by their sponsor so their application for permanent residency will be refused or file closed, etc. as they are not considered members of the family class.
I'm approved as a sponsor and I'm sponsoring my husband. But let's say that I don't want to cancel the application but my husband does; you're saying that if my husband wants to cancel it he can, right? If he can cancel it, how would he go about doing so (he's the applicant)?
If your husband has submitted the application for PR then he can write to CIC - probably the local visa processing office and withdraw his application.
