While in Vancouver Canada, switching from a Working permit to a Study permit

Hello,

My friend is currently in Vancouver Canada on a working holiday visa and wants to apply for a study permit. She has already been accepted to her school and was just wondering if she needs to go back to her home country (Japan) first or can stay in Canada Vancouver and apply for the study permit.

First she answers all the questions there , and then she will get the result if she is eligible to apply online within Canada.
