This may be a dumb question but just want to double check to be sure..
I have read somewhere that it doesn't matter which visa office you request to process your application as long as you can go there if they call for an interview! Is this true? My permanent country of residence is the Philippines but I live and work in Dubai, U.A.E. The Manila office takes minimum 4 months to process while Dubai takes at least 8 months! Obviously I would choose to have my application sent to Manila! However, some visa offices it seems are more efficient, fast and "organized". Do I really have the freedom to choose which visa office to process my application??

The only choice you have is that you can apply to the office servicing the country where you were ADMITTED for at least 1 year or the office that serves your country of citizenship.
