My friend is a Computer Science student in Bachelors, in one of the top universities in South Asia. The only problem is that his CGPA is a but less, i.e., 2.4 out of 4.00

Yes, your friend is eligible to apply to most of Canadian universities for admission to a Master programme, provided Bachelor in Computer Sci. is of 4 years duration, and has secured minimum B grade in final 2 years of his/her Bachelor degree. B grade for students of South Asia, usually means 55%-60% depending upon universities. SO, if one has 60% then.. he/she is very well eligible to apply. If we convert directly: then 2.4/4.00 is 60%.
However, one must keep in mind that meeting the minimum eligibility criteria does not guarantee admission.

Some universities may give him admission but chances are rare. He should prepare for GRE, a good GRE can somehow cover your cgpa. But still to show his academic competence he will have to rely on a VERY GOOD SOP, some publications ....
