Which province/city should I get my police certificate from?

Hi Guys,
I already apologize if this is a repeated question (but I haven't been able to find the specific answer) and yes! I have already asked this question in other threads without any luck!
Does it matter from which province/city I get my police certificate? In some countries, they specify the name of the province/territory on the PCC.
Does anyone have such experience particularly about Iran?

I know one example of not Iran but Pakistan where the PCC was required from all cities where person had lived. I am sure you read the: http://www.cic.gc.ca/english/information/security/police-cert/mid-east/iran.asp

I guess best case is to contact internal agency who issues a PCC and see if it would be any different or there is a centralized database, secondly read PCC requirements from CIC and finally you can get in touch with them.
