I m confused between two noc 4214 and 4412, which noc i select as primary . consultant ask me to select 4412 but its processing time is 2.5 years ; however , 4214 has more chances in nova scotia and he told that ece licence will take 1 year. After that , we will permanent residency is not confirmed .
That makes no sense. Why is processing for a specific NOC (4412) 2.5 years? That NOC is NOC C so not eligible for EE or most PNP programs. Why do you have more chances for Nova Scotia? Do you have a job with a designated employer in NOC 4214 without a license?

I have a license but not job yet. I am confused which NOC is better. so Job offer is neccessary for noc 4214

You can’t use 4412 for Express Entry so what PNP programs are you eligible for without a job.
So you have a Nova Scotia license for NOC 4124? So do you meet their requirements through the AIPP (job required) or their skilled worker program?
