If Buffalo.... I know I have to submit first my application to NS Canada & not to Buffalo NY USA...am I correct?!?

Manila is the second fastest next to New Delhi. Buffalo is the most slow of all the visa offices.
Really?!? Im about to submit my application on Monday & indicated in my form is Buffalo office... so Manila is much better?!? hhmmmm....
