2009? now that's too long and needs attention...try sending mail to where you sent your application for follow up, or try sending e-mail... you can contact your sponsor for follow up as to why there's no response for LOA... i believe you can see the address and e-mail add in this site...

yes. so try contacting the office where you originally sent your papers..and try looking in the online status check, i think you can find a service in this site where you can send e-mails to where you have applied, especially if time frame given has elapsed..and hopefully any papers have not yet expired... www.cic.gc.ca
you may also want to try mail them via courier?
