I'm kinda confused on where to email the RPRF receipt. My friend received an email and requesting for RPRF and the email is CIO-Cost-Recovery@cic.gc.ca. But I received a different email and sent my RPRF receipt to CPCO-Cost-Recovery@cic.gc.ca. Can I just send to both email though? Thanks.

Follow the instructions on the email from CIC and send the RPRF receipt to the email address mentioned.
Your friend`s file is being processed in Sydney, NS while your file is on Ottawa.

Thank you. I did send it to Ottawa email. I have a question, does RPRF means that the processing is almost coming to an end? Does RPRF a good sign about my application?

Receiving RPRF request is a good sign and that you are one step closer to the end of your waiting for PR.
