Where to apply? How to pay fees?

Hi all,

I will apply for a student visa soon but not too sure where to send my application. Based on my citizenship I belong to
Vienna, Austria but I live in London, UK. My understanding is that I can apply in London as well as in Vienna. Can anyone confirm?

I would like to choose Vienna because of the processing times. The visa office website lists the banks you may use
to pay the visa fees. Those banks are not present in the UK hence I have no idea how to pay.

Also, I'm wondering if attaching a letter of explanation would help at all?

Regarding the place to apply for VISA, I can answer you;

You can apply in the Visa Office in the country where you are a national or in the country where you have a valid resident visa.

In my case, I have a resident visa from UAE but my home country is India. I have got confirmation from UAE Canada embassy that I can apply either from UAE or from India.

No Idea regarding the bank thing that you mentioned..
