We are a PR Couple currently living outside Canada. We landed last year and came back within a few weeks. We have a baby who was born outside Canada and thus we want to sponsor him for PR.
Luckily, we got TRV for him to come with us while we move to Canada and sponsor him while he stay with us. Please note, we got TRV and NOT TRP.
Does anyone here knows where exactly should i submit my application? Will that be an Inland or Outland Application? Can i follow same route that most visa-exempt citizen does?
Being a PR couple, if possible, either of you should return and live in Canada to submit sponsorship application for out land processing.. If both parents with child intends to return Canada, you should ask for an extended period for your child once you enter at the port of entry with child. The sponsorship process will usually take one year. TRV allows only for 6 months in Canada. If your child's passport is from a visa exempted country, you can follow same route that most visa-exempt citizen does.
I don't think we have "An option" to stay outside Canada. We MUST live in Canada to sponsor child. We already got a TRV for him so he will be with us in Canada. Now the most important part is, WHERE should exactly the application go to proceed?
If your spouse, partner or accompanying dependent child lives with you in Canada, use the Application for Permanent Residence in Canada—Spouse or Common-law Partner.
If your spouse, partner or dependent child lives outside Canada, use the Application to Sponsor a Member of the Family Class (FC).
So shall i go with first since dependent child is with me on TRV?
Read the application guides for both processes.
Not sure what route "visa-exempt country citizens" you are talking about.
If after reading the guides you still don't know what to do, contact CIC. If that doesn't help, go ask a lawyer.

Just curious, I know the application, in it's entirity (sp?) goes to CPC-M, then forwarded to Ottawa but how do they keep it all together? does the sponsor part stay with it?

To my knowledge, they only send the immigrant's files to the VO. The sponsor part remains in CPC-M and they only send over to the VO a digital recommendation through CAIPS regarding the sponsor. Also, if the sponsor is found ineligible and opted that he would withdraw the application if he was refused, only the immigrant's documents are returned.
This is true for outland applications. Information extracted from the operational manual for outland sponsorships which I found on the CIC website under "Publications and Manuals".
