Where is the Landing Interview held?

My husband (applicant) is flying to Canada in a few weeks and we are planning on submitting our INLAND Spouse PR Application after that. If all goes well down the line, where is the landing interview held?

Is the location for the interview based on where your last port of entry into Canada was or is it based on where you are currently living/submitting your INLAND application from?

We will be applying/living in Manitoba but hist last port of entry into Canada will be either Toronto, Calgary, or Montreal.

If the landing interview location is based on your last port of entry into Canada we will make sure before booking flights that we pick a convenient entry airport.
