Where is Study Permit issued?

Hi All,

My flight from Hochiminh to Vancouver then Calgary (using Evar Air). as some my friend and agent ticket said that I have to do check out at Vancouver (take luggage) and the check in the flight from Vancouver to Calgary, so where is study permit issued Vancouver or Calgary?

P/S: I don't understand why the airline does not send luggage directly to Calgary and I do custom clearance at Calgary.

If I am right the study permit is issued at first point of entry , which in your case is Vancouver. I am not sure but this is what I understood from people I know that have been issued with a study permit.

Your study permit will be issued in Vancouver as it will be your first point of entry.

You have to clear customs in the first Canadian airport where you land. For you - this will be Vancouver - not Calgary.

Your luggage must be with you when you clear customs in case customs agents want to inspect what you have with you. This has nothing to do with the airline - this is a Canadian customs regulation.

I guess the earlier response of having to clear customs in Canada is right because if that is not the case and you are flying with eva to Taipei then Vancouver then AirCanada to Calgary, you would have received your baggage in Calgary as both airlines are star alliance members and interline baggage.
