I was just wondering..Once you fill out the Notice of Appeal...where do you send it?...The same VO that refused the outlad application..or here in Canada?

It should be filed with the Immigration Appeal Division registry office in the Canadian jurisdiction closest to where you live. You don't need to send it to the VO who made the decision. You need to also include the VO's reasons for refusing. You can read the Appeal Division rules here http://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-230/page-1.html#h-3
Notice of appeal
3. (1) A person who has filed an application to sponsor a foreign national as a member of the family class and who wants to appeal a decision not to issue a permanent resident visa to the foreign national must provide to the Division a notice of appeal and the officer’s written reasons for the refusal.
(2) The notice of appeal and the written reasons for refusal must be received by the Division no later than 30 days after the appellant received the written reasons for the refusal.
(3) The Division must provide the notice of appeal and the written reasons for the refusal to the Minister without delay.
