My husband has just received his PPR (August 2) and we submitted the application May 13, which was a shorter timeline than we had initially anticipated. We are entering Canada for Christmas in December for 2 weeks but are returning to England, where we live until May 2020 when we had planned to enter Canada with the permanent residency papers. We still need to sort out a lot in England (leaving jobs, selling house, etc.) and so had planned to move in about 8 months.
The medical expires July 15 2020 so that is the last possible date I understand for him to enter with his permanent residency. My question is therefore if he can enter as a tourist in December and not with the permanent residency papers, but enter officially with them in May 2020?

Usually med expiry date matches with COPR letter. I he should should come as per copr then may go back for few months . Don't forget conditions like this;-
If you haven’t been in Canada for at least 730 days during the last five years, you may lose your PR status. See Understand PR Status.
