when to apply for police clearance and how?

Hi all;

I am now in process of sponsoring my wife from saudi arabi, should she get the police clearance and medical exam done right away ?
I found this in cic web site:

If you need a police certificate, your immigration processing office will give you a request letter. If you have any questions about this, please contact your immigration processing office.

If you are getting close to sending in the application, then yes because you need to send it along.
