When does the College applications start for Fall/Sept 2016 usually?

I am planning for Graduate certificate programs in Seneca College or Centennial College.I have not written IELTS yet.I plan to write IELTS by March 2016 & start applying to these colleges by April 2016.

1)Will that be too late?
2)I am interested in multiple courses at both of these college,can I apply for two courses from the same college & choose later?

yes you can apply for two courses but these will be your two options and depends on your grades which course is offered to you by the college.
