When can I expect any reply for HIV positive student permit application

During my Canadian medical test, I found out that I am HIV+. I applied for student permit on 14th July for Quebec Province. During the test I had 31000 units/ ml of Viral load and 475 cd4 count. This test was submitted to IRCC by 3rd September. After this I raised a webform attaching my undetectable viral load and 640 cd4 count, as my panel physician said he cannot send this report to IRCC as they don't have any link to send this to. It's 19th November today, and more than 4 months has passed since I applied for visa. When can I expect any update as I already defered once i.e from September fall intake to January winter intake, and I cannot focus on anything else untill I get a clear response from them! If you know anything regarding this, please help!
