Assuming that the sponsored spouse did, in fact, separate and divorced after 1 year separation. The sponsor cannot sponsor another spouse of 2nd wife for 5 years after landing. That said the 5 year ban on spousal sponsorship applies to those whose application has been received by CIC on or after march 2, 2012.
In other words, if the application of the sponsored PR was submitted before march 2, 2012 to CIC, the PR can sponsor a second wife after legal divorce according to Canadian law. Otherwise if the application was submitted on or after march 2, 2012, the PR cannot sponsor a second wife for 5 years after landing.
Even if PR was divorced after 1 year of landing, PR can legally marry again. If PR married a PR or citizen, he can. If he married a foreigner, he would have to wait 5 years after landing date to be able to sponsor the wife. The 2nd wife would have to wait 4 years before she is qualified to be sponsored as PR, assuming the sponsored PR got a divorce a year after landing and remarried her.
If the PR wants to marry a second wife without divorce, that's a whole different ballgame. That is bigamy and is an illegal offense punishable up to 5 years in jail.
I also forgot to mention that if the application was submitted after October 25th, 2012, then the sponsor and applicant must remain together for 2 years after landing. Otherwise the applicant can lose their PR status

Yes I forgot to mention this as well about the conditional PR.
So combining the 2 year conditional PR along with the 5 year ban on spousal sponsorship makes the PR's situation rather difficult to sponsor a legal second wife.
