Really this is confusing, the Express Entry scheme is for Federal PR's itself. What did you apply for initially??

I think they mean paper-based vs EE.
If you mean you have a paper based application already in progress, there's no need to withdraw it. You can have two applications at the same time.

For real? I'm currently applying through the OINP (paper based). I'll have a year of work experience in July 2019 and was considering creating an Express Entry profile (my CRS estimate with a year of work experience is 500+ so I qualify for CEC). If I received an ITA, does that mean I could actually submit a CEC application while my paper-based PNP PR application is being processed?

Sometimes they do. Sometimes they don't and you'll need to call in and cancel it yourself.
When you file your EE application, just make sure to declare that you already have another application in progress and provide the file number.
