I applied for sponsoring my parents in 2009. At that time, I did not pay the RPRF. Now, the office in Bucharest is requesting their passports (I guess for visas). We have payed the RPRF in Bulgaria and mailed the passports and receipt to Bucharest. They have emailed me that I qualify for a full refund for the money payed by error in their account. Where should I pay the Right of Permanent Residence Fees and when?
