When a visitor didn't require a study permit for a program less than 6 months

Before the COVID restriction, a visitor was permitted to study for an ESL program for less than six months without a study permit. Was the visitor only permitted for only one six months ELS program? or permitted to repeat as many ELS programs with status extension?

In other words, a visitor with no study permit enrolled in 6 months ESL program takes another six months ESL program if the student if enters Canada or extends the status?
