What's the visa office for applicants from USA?

Hi all,

I was wondering what's the VO for applicants residing in USA, specifically for residents living in New York state? Would it be CPC-O or New York visa office? Or the visa office of the country of origin of the PA? The primary applicant is not US citizen or PR, but has resided in US for at least one year.

I think CPC-O if legal country of residence is US. Status doesn't matter I believe.
